This program provides funding for feasibility studies that explore climate adaptation measures in municipal services, focusing on addressing risks such as flooding, extreme heat, wildfires, and coastal erosion. The studies should assess innovative, nature-based solutions and strategies for reducing greenhouse gas (GHG) emissions associated with the projects. Applicants are also encouraged to design projects with significant equity benefits, prioritizing collaboration with marginalized and equity-deserving communities, including Indigenous peoples. Eligible feasibility studies must align with community climate risk assessments or adaptation plans and consider the project’s alignment with GMF’s Adaptation in Action Implementation Funding. The program requires an options analysis that explores multiple approaches and identifies the most effective solutions for addressing climate risks while considering environmental and social benefits.

  • Who Can Apply
  • Municipal Governments: Canadian towns, cities, regions, districts, and other municipal bodies.
  • Municipal Partners: Organizations partnered with municipalities, including:
  • Municipally owned corporations.
  • Regional, provincial, or territorial organizations providing municipal services.
  • Non-profit and non-governmental organizations.
  • Research institutions, including universities.
  • Indigenous communities and organizations.
  • For-profit entities are not eligible as lead applicants or partners.

  • Studies must focus on climate adaptation projects eligible for GMFs Adaptation in Action Implementation Funding.
  • Projects must address climate risks identified in a communitys climate adaptation or risk assessment plan.
  • Applications must include an options analysis and consider nature-based solutions, equity benefits, and GHG reduction potential.
