Overview of the Outside Mural & Street Art Program program:

The Mural & Street Art Program is a funding initiative by the City of Toronto’s Economic Development & Culture Division, designed to help BIAs enhance their streetscapes through public art. The program aims to reduce graffiti vandalism by supporting the creation of murals, street art installations, and other forms of visual public art on commercial properties and in public spaces within BIA boundaries. By transforming frequently vandalized surfaces or dull walls into vibrant, meaningful works of art, the program helps beautify Toronto neighbourhoods, foster local identity, and attract residents and tourists. The artwork is also expected to reflect community values, historical context, or cultural themes relevant to the area. MSAP is part of the broader Graffiti Management Plan and aligns with Toronto’s objective of supporting public art, community pride, and economic vitality.

Eligibility criteria of the Outside Mural & Street Art Program program:

  • Must demonstrate a plan for mural execution, artist involvement, and graffiti deterrence
  • Project requirements:
  • Must comply with city guidelines for mural approvals
  • Wall space must have documented history of graffiti vandalism or community significance
  • BIAs must engage professional artists
  • Maintenance and anti-graffiti coating required post-installation
  • Applications must include:
  • Site photos
  • Artist portfolio
  • Budget and timeline
  • Letters of permission from property owners
