This special edition focuses specifically on food-based enterprises, integrating the standard Starter Company Plus curriculum with additional sector-specific training in food safety and licensing, production scaling, packaging and distribution, and brand building.
Participants engage in a 10-week program combining structured workshops, one-on-one mentoring, and networking opportunities. Core learning modules cover essential areas such as business planning, market research, sales, financial management, and operational strategy. By program completion, participants will have developed a refined business plan, received coaching and feedback from experienced mentors, and gained the chance to pitch for a grant of up to $5,000 to support business start-up or growth.
Although applications are currently closed, the Winter 2026 cohort’s timeline emphasizes early preparation, with applications opening in November 2025 and programming running through March 2026. Participation in all classes, mentoring sessions, and business plan submissions is mandatory to qualify for the final pitch. Eligibility criteria of the Starter Company Plus Grant (Waterloo) program:
Business eligibility:
Must operate in the Waterloo Region (Kitchener, Cambridge, or Waterloo).
Must be a sole proprietorship, corporation (majority-owned by applicant), or majority-owned partnership.
Must operate independently (not a franchise, distributorship, or continuation of an existing business).
Must operate full-time and maintain its own books, bank account, and compliance with Ontario laws.
Must be market-ready and focused on starting, expanding, or purchasing a business.
Businesses not eligible for Starter Company Plus include:
Partnerships where the applicant holds a minority share, franchises, commissioned sales, distributorships or affiliate businesses.
Business ventures that are continuations of existing commercial endeavours
Not-for-profit or charitable enterprises
Multi-level marketing ventures
A single event such as musical ventures bands
Businesses operating outside the Waterloo Region area
Applicant eligibility:
Must be a resident of Ontario and Canadian citizen or permanent resident.
Must be 18 years or older.
Not attending school full-time or employed full-time elsewhere (20+ hours/week).
Must be the majority owner and decision-maker in the business.
Must not have previously received Starter Company or Starter Company Plus funding.
Must invest 25% personal contribution toward the grant amount requested.
Must not be enrolled in other provincial self-employment programs.
